MoneyShow's Jim Jubak discusses the reaction of gold prices to the government shutdown and what that may mean for the bottom in gold prices.

If you're an investor in gold or you trade gold, the government shutdown has had to be a disappointment to you. I mean, after all, if the US Government shuts down with a looming debt ceiling crisis and gold doesn't go up, what is it going to take to push gold up? One of the things that is happening here, I think, is you're seeing a reset of where the bottom might be. The consensus was that the bottom for gold was around $1200 an ounce.

Fitch came out, Fitch Ratings, one of the credit rating companies, came out and said, "Well, you know, given the fact that gold is not trading on commercial fundamentals or on actual demand, was trading as kind of a financial instrument, and given the fact that Central Bank seemed to be selling gold, or, at least, not accumulating it, maybe $1200 is not the bottom and we see a foundation at $1000."

    You'll notice that these numbers don't add up to $1.4988. That's because the 2012 distribution also contained a hefty chunk of return of capital (70.489 cents). ROC isn't taxable immediately; rather, it is subtracted from the adjusted cost base (ACB) of the units, which gives rise to a larger capital gain, or smaller capital loss, when the units are ultimately sold. Many REITs and mutual funds also distribute ROC. ROC can be a bit of a headache for investors. If you hold BIP in a non-registered account, you (or your accountant), will need to track those ROC payments in order to keep your ACB up to date. Knowing the ACB is necessary to calculate your capital gain, or loss, when it comes time to sell.

    I'm less familiar with South African-based SABMiller (LSE: SAB  ) (NASDAQOTH: SBMRY  ) , though its market cap is slightly larger than Diageo after its shares are up 50% over the year. I think of it as expensive, but a quick check on my data provider shows the two shares equally rated with prospective price-to-earnings (P/E) ratios of 19.7 and yields of 2.3% for Diageo and 2.2% for SABMiller. So maybe it's time to do a little portfolio rebalancing.

    The second largest market cap company, at $11.22 billion, is Anglogold Ashanti Ltd. (AU). Its afternoon stock price of $29.15 is within 5% of its three-year low, and has experienced a more significant drop than Newmont ��it is down 44.9% from its high price of $52.86 a share.

    Huge Holdings Point to Long-Term Commitment

    Since First Eagle recently increased its stake in Anglogold by more than 20%, bringing his total holding to over 32.5 million shares, I believe we are looking at a long-term investment. I am keen on pointing this out, since the stock is currently performing very poorly, and has already lost around 275% of its value year to date. Above average production costs and plummeting gold prices have put a huge deal of pressure on the gold miner, leading to very poor results. In addition, since many of its operations are in geopolitically risky countries such as Mali and the Democratic Republic of Congo, shareholders have been shedding this stock in large volumes.

    Although Anglogold had a very rough year, and will continue to face elevated cash costs and reduced margins going into 2014, there are some positive signals looking forward. One of the most promising features, are the firm�� operations in South America and Australia, which are enjoying solid organic growth. Although investors will have to wait some years for assets in these regions to reach full production, large profits should be achieved in the long-term. In other words, First Eagle surely has its eyes set on the company�� new projects, and their future growth potential.

    Projected Growth and Low Price

    Another attractive feature investors must keep in mind is a stock�� growth potential. When looking at Anglogold, this becomes especially relevant, as a comparison to Barrick Gold Corp (ABX) will demonstrate. Anglogold currently offers 13.6% returns on invested capital, compared to Barrick�� -2.8%, and has an EBITDA growth rate of 465.7%, the highest in the industry. The Company�� product candidates include Eteplirsen, AVI-6002, AVI-6003, and AVI-7100. Eteplirsen targets the frequent series of mutations that cause DMD. Eteplirsen has been granted orphan drug designation in the United States and European Union. In addition to the Company's lead product candidate, eteplirsen, the Company is actively pursues development of a product candidate that skips exon 45 through an IND-enabling collaboration.

Anti-Viral Programs

The Company is implementing its RNA-based technology platforms in its anti-viral programs for the development of therapeutics to treat viruses, such as Ebola, Marburg and influenza. The Company's arrangement with DoD supporting the development of the Company's Ebola and Marburg virus drug candidates provides funding for all clinical and licensure activities necessary to obtain approval of a New Drug Application (NDA), by the United States Food and Drug Administration (FDA), if DoD exercises all of its options under the arrangement. During the year ended December 31, 2011, the Company paused its clinical development efforts on AVI-7100 and is exploring funding opportunities or partnerships with DHHS and industry collaborators to advance its development.

The Company's anti-viral therapeutic programs use the Company's translation suppression technology and applies its PMOplus chemistry backbone, an advanced generation of its base PMO chemistry backbone that selectively introduces positive backbone charges to improve selective interaction between the drug and its target. The Company's translation suppressing technology is based on Translation Suppressing Oligomers (TSOs), which are PMO-based compounds that stop or suppress the translation of a specific protein by binding to their specific target sequence in mRNA.

The Company is pursuing development and regulatory approval of its Ebola and Marburg hemorrhagic fever virus product candidates under the FDA's Animal Rule. The Company's lead product candidate against the Ebola virus infec! tion is A! VI-6002. For Marburg virus infection, the Company's lead product candidate has been AVI-6003. In February 2012, the Company announced that the Company received approval from the FDA to remove one of the two oligomers composing AVI-6003 and proceed with a single oligomer approach, AVI-7288, given that efficacy in non-human primates has been demonstrated to be attributable to this single oligomer. The Company is exploring the feasibility of alternate routes of administration of its Ebola and Marburg drug candidates, and at DoD's invitation, the Company is developing a proposal to be submitted for a study to demonstrates feasibility of the intramuscular route.

AVI-6002, which is a combination of AVI-7537 and AVI-7539, is designed for post-exposure prophylaxis after documented or suspected exposure to the Ebola virus. The Company is evaluating the feasibility of developing AVI-7537 as a single agent for the post-exposure prophylaxis after documented or suspected exposure to Ebola virus. AVI-6003, which is a combination of AVI-7287 and AVI-7288, is designed for post-exposure prophylaxis after documented or suspected exposure to Marburg virus. In February 2012, the Company announced that the Company received approval from the FDA to proceed with AVI-7288 as a single agent against Marburg virus infection. The Company intends to proceed with dosing AVI-7288 in the Phase I multiple ascending dose studies and in non-human primate studies.

Influenza Program

The Company's anti-viral therapeutic programs are also focused on the development of the Company's product candidates designed to treat pandemic influenza viruses. AVI-7100 is the Company's lead product candidate for the treatment of influenza and employs its PMOplus technology. In June 2011, the Company initiated dosing of AVI-7100 through intravenous infusion in single-ascending doses in up to 48 healthy adult volunteers. As of December 31, 2011, the Company paused its clinical development efforts on AVI-7100 and are exp! loring fu! nding opportunities or partnerships to advance its development.

The Company has developed three new phosphorodiamidate-linked morpholino oligomers (PMO)-based chemistry platforms in addition to its original PMO-based technology. The Company's PMO-based molecules are designed to sterically block the access of cellular machinery to pre-mRNA and mRNA without degrading the RNA. Through this selective targeting, two distinct biologic mechanisms of action can be initiated: modulation of pre-mRNA splicing and inhibition of mRNA translation.

The Company competes with GlaxoSmithKline plc, Toyama Chemical, Alnylam Pharmaceuticals, Inc., Tekmira Pharmaceuticals Corp., Isis Pharmaceuticals, Inc., Prosensa, and Santaris Pharma A/S.
